So it's another low-effort instrumental in an odd time signature. The recurring melody follows the constraint of using every note in the key of C, and none of them more than twice (and then modulates to C minor, and does the same there).
Due to this, the title is a phrase from a pangram: the sentence "Cwm fjord bank glyphs vext quiz" (cwm is a loan word from Welsh, apparently), contains every letter of the English alphabet. There are better pangrams than that one: "Sphinx of black quartz, judge my vow", for example. But none of them seemed to fit this piece.
